Don't they use the birds as scouts? What if, whilst your hammer is on the way to a target, you can send scouts out from the current position of the hammer, rather than home village? :2c:

Slight caveat. If the village is designated as a 'Def' village then the scouts will count as defense.

I suspect they will be somewhat larger defences this time.

As said, it definitely does not decrease actual wheat consumption, but perhaps as Crunchie said, they meant it would effectively raise the attack/defence power per wheat of each unit.
