Reducing the number of servers

It's been mentioned on other threads, and for a while among a lot of the long time players that maybe the idea to combat falling numbers is to reduce the number of servers.

I understand the need to have servers starting every few months, but why not (as suggested) merge and have Europe servers as opposed to all the domains?

I know a lot of people would find it more interesting having more players, surely that would keep more players playing? Therefor should appeal to HQ?
